Research project: Places of memory of the national movement and the liberation revolution in Oran departemnt between 1919-1962

Summary 

    We cannot talk about places of memory without questioning all the symbols associated with them, and we especially mention the geographical location, the actors, and the events that remained entrenched in all their declared and unannounced details for many. In conjunction with the sixtieth anniversary of independence and the discussions and research it left behind on national memory, it was necessary to get to know our local memory for its social, cultural and even psychological dimensions. The battle of Sidi Ghalem, which took place in the Oran region in the south, between July 18 and 20, 1956, is among the most important battles that constituted a place of memory preserved by the popular memory in Oran.

    The presence of the battle of Sidi Ghulam in the popular memory, and its non-fading, prompted the research team to communicate with one of the actors and participants in this battle, who is the Mujahideen in Leaders Square, to present his testimony about the battle, and to open a discussion with him, accompanied by a group of permanent researchers about what remains of the memory Battles of the National Liberation War in Oran.

Summary of the conference:


       This conference is intended first of all to be a duty of testimony which was, in short, to use the expression of B. Stora, "a difficult but necessary exercise", it is intended to be the culmination of a difficult work of memory delayed too long.


       Among the contentious points of the memorial liabilities between France and Algeria put forward in the Report presented in January 2021 by Benjamin Stora to the President of the French Republic Emmanuel MACRON, is prominently the file of "July 5 in Oran", for which the author of the Report, proposes ‒ "The establishment of a joint commission of French and Algerian historians, to shed light on the kidnappings and murders of Europeans in Oran in July 1962, to hear the words of witnesses of this tragedy. »
It was therefore necessary to wait 40 years, in 1992, thanks to the policy of openness initiated following the popular uprising of October 1988; so that tongues finally begin to loosen and consciences to free themselves; hence, a profusion of unpublished testimonies that we were able to collect on the bloody events of this Thursday, July 5, 1962.

Based on testimonies that we were able to collect from trustworthy people who held positions of responsibility within the ZAO, OPM/FLN or ALN networks, we more or less succeeded in reconstructing the version Algerian of what happened that day.

Summary

The governance of natural resources in the Sahara is shared between several centres of power: customary power (the oldest), religious (established in the Sahara with the advent of Islam in the Middle Ages) and more recently institutional (established after independence in 1962). The dynamic of the interactions between these three legitimacies is the basis for the emergence of a new territoriality which sometimes leads to situations of complementarity, but in other cases, the interference between the three modes of management is synonymous with blockage, even of conflict. Our main objective for this project is to measure the level of integration of the three cited legitimacies in relation to the principles of good polycentric governance, in particular: interaction, flexibility, adaptability and efficiency (McGinnis, 2011) (De Sousa, 1996). In this context, the following questions arise: How does the customary norm interact with the principles of Sharia and the legal texts of the State on water and vice versa? Who are the protagonists of these exchanges, their strategies and what is the impact on the organization of space and society?
