abstract

For some time now, the modernization of postal and telecommunications services has appeared to be both a necessity and a political imperative. This modernization, necessitated by the new economic context, involves revitalizing the sector through innovative ideas designed to bridge the gap between the current reality and the desired outcome. Since the implementation of the sectoral reform under the legal framework of Law 2000-03 of August 5, 2000, the intended objectives have been clearly defined. They focus, in particular, on upgrading the sector and developing its human resources and infrastructure to improve the quality of its services. The projected development appears to be driven by the need to fulfil traditional public service missions, which are being carried out through new and competitive activities; and whilst this is an essential condition for meeting the demands of the national economy, the expectations of users and the wishes of service providers, the key question is whether the statutes of Algérie Poste and Algérie Télécom are currently capable of fostering a new culture conducive to improving the quality of services.
